Duties

To manage and administer the IT projects assigned
To assist in the review of current Building Information Management (BIM) applications and engineering IT systems
To collect and analyse user requirements, draft functional specifications, conduct market research and request for proof-of- concepts as appropriate for BIM applications and engineering IT systems/services
To monitor contractors' performance on BIM applications and engineering IT systems/services
To prepare /review funding application submissions, prepare tender documents and subsequent tender evaluations for BIM applications and engineering IT systems/services
To render advices and conduct business process engineering, if necessary, to optimize effectiveness of business processes related to the BIM adoption in DSD by utilizing of BIM applications and engineering IT solutions
To provide daily support to the departmental BIM Common Data Collaboration Platform (CDCP) platform, implementing enhancement services and to check and upkeep of design/as-built BIM models
To liaise and work with business users, other IT teams, contractors and stakeholders such as other bureau/departments for completing the above duties effectively
To coordinate with Operations & Maintenance (O&M) parties and assist the departmental BIM visualization Platform integration with the CDCP
To implement enhancements for the existing applications and new IT systems
To perform any other duties assigned by senior officers

Requirements

Holder of a bachelor's degree in information technology or related disciplines; preference would be given to candidate with a postgraduate degree in information technology management or related disciplines
At least 10 years of relevant post-qualification working experience
At least 4 years of working experience as a Systems Analyst
At least 4 years' work experience in IT projects for the Government of HKSAR
Be proficient in managing IT development projects and managing/overseeing day-to-day operations of web-based systems
At least two years' experience on IT service procurement, contract monitoring, user management, quality assurance and IT security audit, and management of multiple IT projects
Be proficient in documenting user and functional requirements in English
Knowledge on BIM and GIS are preferred
The job requires the following mandatory skills:
4 Years x IT Application Development and Management, Work experience with/in the Government and Management and Support of Gov't Systems & Services
- 3 Years x System Implementation and Maintenance/Support
- 2 Years x Document Flow/Workflow Management System, Business Process Re-engineering, Business Process Modeling, Experience in Managing Government Projects, IT Service/ Outsourcing Management, Quality Assurance and Vendor Management
- 1 Year x Information System Study, Structured Query Language and Web Services
