Duties

GovHK is a one-stop portal featuring over 5,000 webpages of information from all Bureaux and Departments (B/Ds) of the HKSAR Government. This position is responsible for supporting the portal across multiple areas, including web design, content development, user experience (UX) enhancement, and branding/marketing strategies while managing a team to ensure comprehensive support.
This role also provides administrative and logistics support for senior officials' engagements at AI-related publicity events. Key tasks include assessing event invitations, preparing speeches and presentation materials, conducting desktop research on AI trends and use cases, coordinating logistics, and managing post-event publicity (such as social media content).
To lead a support team in spearheading the overall technical layout design, user interface/user experience (UI/UX) framework, and portal administration of the GovHK Portal; oversee day-to-day content management and ongoing development of the GovHK Portal; design and execute customer research programmes and utilise customer feedback and data analysis to provide data-informed decisions on introducing new online services of the portal, enhancing functionality, and optimising user experience;
To serve as a technical advisor to Government Bureaux and Departments (B/Ds) on the management of the GovHK Portal, provide support in promotion, monitoring, adoption, and integration of responsive, mobile-friendly web design and next generation e-Government services among B/Ds;
To liaise and work closely with technical and cross-functional stakeholders including B/Ds, the Cluster Management Board, the 4 Cluster Management Teams, and IT counterparts to deploy content updates, enhance the user experience, and optimise the performance of the GovHK Portal;
To formulate and execute comprehensive communication, branding, and marketing strategies to promote the services under the GovHK Portal. This includes managing multi-channel advertising campaigns, drafting promotional messages, and conducting pre- and post-campaign evaluations to gauge user impact and engagement metrics;
To support senior officials' engagement on artificial intelligence (AI)-related public events and activities, including conducting analytical assessment of invitations to events against strategic priorities, liaising and coordinating event logistics to support senior officials' participation in the events;
To prepare engagement materials for senior officials, such as speeches, presentation decks, speaking points for panel discussions by synthesising event-related technical insights, conducting desktop research on relevant AI development and use cases for showcase, and coordinating with relevant project teams to acquire necessary inputs;
To manage post-event publicity, such as deployment of social media posts on event participation, and coordinate with internal support team to deploy event updates across relevant official website; and
To carry out other duties as assigned by the supervisors.

Requirements

Higher Diploma/Degree holder in Computer Science or equivalent
At least 6 years of relevant post-qualification working experience
At least 2 years of working experience as a Senior Systems Analyst
The candidate should possess practical experience in website design and the administration of large-scale website as well as proven track record in managing website branding, content management and operational guidelines. Proven experience in content workflow design and user interface design is required, alongside a solid knowledge of various e-service channels. Additionally, the candidate should have experience in providing logistics support for public events and preparing speeches and presentation materials for senior officials.

- 3 years x Website Administration, Web Hosting, Design and Maintenance, Experience in Customer Relations, Intensive Exposure in Written English
- 2 years x Coordination
