Duties

To assist System Manager in planning, managing and implementing the modernisation, migration, enhancement, integration and ongoing support of departmental application systems, primarily the Asset Management and Maintenance System (AMMS). The assignment includes migration of the existing Oracle-based application and database environment to a non-Oracle-based solution, migration of the system from physical servers to a virtualised infrastructure, and related application, data, interface and infrastructure changes.
To assist the Systems Manager in managing the modernisation, migration, enhancement, integration, implementation and ongoing support of AMMS and other application-related IT projects;
To conduct feasibility studies, business process reviews, user requirements gathering, technical assessments and options analysis, and to recommend suitable application, database and infrastructure solutions;
To assess the impact of migrating the existing Oracle-based application and database environment to a non-Oracle database platform, including application compatibility, database objects, SQL statements, stored procedures, interfaces, reports, data conversion and performance considerations;
To assist in planning and coordinating database migration activities, including data mapping, schema conversion, data cleansing, migration testing, data reconciliation, cutover planning, rollback arrangements and post-migration verification;
To assist in planning and coordinating the migration of the existing system from physical servers to a virtualised infrastructure, including capacity assessment, resource sizing, compatibility checking, environment preparation, system configuration, testing, backup, recovery and production cutover;
To prepare and review project and technical documentation, including but not limited to user requirements specifications, system analysis and design reports, database and interface specifications, data migration plans, infrastructure migration plans, test plans, user acceptance test plans, implementation plans, cutover and rollback plans, operating procedures and project reports;
To coordinate with user divisions, internal IT teams, contractors, vendors and external government departments in relation to project planning, system design, development, migration, integration, testing, implementation and production rollout;
To monitor project progress and contractor deliverables to ensure compliance with specified requirements, quality standards, implementation schedules, security requirements and contractual obligations;
To review and analyse operational, inventory, procurement, maintenance and historical data requirements, and to assist in the design and enhancement of reports, dashboards, workflows and data analysis functions;
To provide production support, including incident investigation, troubleshooting, root-cause analysis, database and application performance monitoring, capacity planning and implementation of corrective and preventive actions;
To perform any other duties related to the above as assigned by the supervisor or the Government Representative from time to time
To provide on-call technical support duties and perform overtime work, including work outside of normal office hours, on Saturdays, Sundays, and public holidays, as and when necessary and upon the request of the Government Representative

Requirements

Higher Diploma/Degree holder in Computer Science or equivalent
At least four (4) years' post-qualification information technology experience of which at least three (3) year working experience in related area;
At least 3 years of working experience as a Systems Analyst
Practical experience across the full systems development life cycle, including requirements analysis, system analysis and design, development, testing, implementation, migration and production support;
A solid technical foundation in application systems, relational databases, SQL, system interfaces, application programming interfaces and web-based technologies;
Experience in preparing and reviewing technical documentation, specifications, migration plans, test plans, implementation plans and other project deliverables;
Good command of written and spoken Chinese and English;
Experience in the migration of enterprise applications or databases from Oracle to another relational database platform will be an advantage;
experience in database assessment, schema conversion, SQL or stored procedure conversion, data migration, data reconciliation and database performance tuning will be an advantage; and (viii) Experience in physical-to-virtual server migration, virtualised infrastructure, system capacity planning or infrastructure migration will be an advantage;
