The Contract Systems Analyst (CSA) will lead the implementation and further development work of a cloud-based software platform for processing of weather data, generation and visualisation of weather forecast products, as well as implementation of forecasting tools and numerical weather prediction (NWP)
model post-processing techniques. The CSA will be responsible for:

• Managing routine operations of cloud-based software platform in coordination with staff
• Leading and coordinating the project team to provide programming support for acquiring and processing NWP model data, generating various alphanumerical and graphical display products based on such model data
• Leading and coordinating the project team to develop a web-portal to display and visualise weather information on the cloud platform
• Assisting in procurement and contract management matters for the cloud service
• Arranging integration test, stress test on downstream systems and user acceptance tests
• Coordinating security risk assessment and audit (SRAA)
• Nursing the system for smooth operations
• Preparing documentation and handover with training to staff
• Supporting the Internal Project Manager in other project activities

• Higher Diploma/Degree holder in Computer Science or equivalent
• At least 4 years of relevant post-qualification working experience
• At least 1 year of working experience as a Systems Analyst
• Suitable candidate should be proficient in various programming languages and environments, including cloud computing applications, shell script programming and web programming
• The candidate should have experience in system design and implementation for web application development projects, liaison with IT vendors/service providers, as well as coaching and coordinating software developers on IT projects
• The candidate should have sound knowledge and/or experience in web-based GIS application development, such as OpenLayers / Leaflet API, as well as data visualisation techniques and use of databases
