Duties

Perform system analysis and design, system implementation & integration and ongoing support & maintenance for application systems in SWD including but not limit to application systems using Cloud technologies.
Prepare documentation for application systems and project management thorough the project period and system lifecycle such as current environment description, requirements specification, system specification,
test documentation, program manual, data manual, application operation manual, application user manual, computer operating procedures manual, etc.
Provide guidance to other programmers and review the quality of their deliverables throughout the system lifecycle.
Monitor contractors' performance for outsourced projects to ensure good quality delivery of application maintenance and enhancement services (such as, follow up on user queries, application error,
program bugs, user requirements, testing for changes, periodic system security audit, etc.).
Review deliverables from contractors
Liaise, advise and work with other stakeholders such as business users, project teams and contractors for completing the above effectively
Apply relevant regulations, standards, policies or guidelines etc. of the Government when performing the above duties
Make use of best practices, standards or guidelines from the information technology industry whenever applicable

Requirements

Higher Diploma/Degree holder in Computer Science or equivalent
At least 4 years of relevant post-qualification working experience
At least 1 year of working experience as a System Analyst
Experiences in web application development, testing, release & deployment, ongoing support and maintenance for a system using Java relevant technology
Experiences in system analysis and design, liaison with stakeholders including business users, project teams and contractors if necessary
Experiences in supervising programmers for activities during system development, implementation and maintenance support are preferred
Experiences in IT projects of the Government are preferred
Experiences in using IT standard/guidelines of the Government including Documentation Standard for Implementation Phase (S8) are preferred
Experiences in programming with JavaScript and Java 8 or above
The job requires the following mandatory skills:
- 4 Years x JAVA Programming
- 3 Years x Structured Query Language
- 2 Years x System Implementation & Maintenance/Support and Work experience with/in the Government
- 1 Year x JavaScript Programming
