Duties

Drive and manage multiple system development projects within a tight project timeline. Act as the focal point to all levels of government organization users regarding all project-related matters during the entire work assignment life cycle
Elicit detailed user requirements, convert business requirements into technical specifications, request proposals from potential contractors, evaluate IT products and technologies, prepare requirement specifications for procurement of IT equipment and outsourced services and participate in quotation evaluation
Oversee project progress, manage outsourced contractors, review and supplement system design, conduct quality assurance on project deliverables, handle and resolve technical and non-technical project issues, ensure the projects are delivered within planned timeline and budget and meet with user requirements and government IT standards and guidelines
Take the lead in coordinating various parties within and outside the Government for the smooth management of the projects. Take initiative to liaise and coordinate with projects stakeholders, events, and activities to complete the projects
Plan, participate and control all phases of the projects including feasibility study, systems analysis and design, procurement and installation of computer systems, programming, implementation, system and user acceptance testing, production rollout, system nursing and maintenance
Conduct regular assessment, review and risk management of the projects, and shall be responsible to remind and alert potential project risks to all projects team members as early as possible
Provide solutions for all technical, non-technical and communication issues and disputes raised during the entire work assignment life cycle and act as an overall technical and communication leader and work proactively with department users and contractors to come up with solutions

Requirements

Higher Diploma/Degree holder in Computer Science or equivalent
At least 8 years of relevant post-qualification working experience
At least 2 years of working experience as a Project Manager
Hands on experience in managing outsourced internet-facing system development projects including web and mobile app development is a must.
Strong communication and liaison skills. Experience in liaising with various parties, gathering user requirements from department users across different sections, planning and coordinating user acceptance and production rollout, resolving conflicts with external service providers is necessary.
Familiar with government IT procurement such as Network/Server/PC Bulk Contract, Service Bulk Contract, Store & Procurement Regulations and experience in preparing work assignment brief (WAB) for procurement of IT services is required.
Familiar with government IT policies and guidelines, in particular in IT security (e.g. Baseline IT Security Policy (S17), IT Security Guidelines (G3), SRAA, PIA), web and mobile app development (e.g. RWD, WCAG), outsourced project management and quality assurance
Experience in government IT project management, in particular in preparing project deliverables such as SA&D report and SRAA report, methodologies to track project progress and ensure quality, and regular project documents such as PMP, PID, PIDR, monthly Highlight Report and QAR, etc.
Experience in modern web and mobile app development and deployment technologies. Experience in managing projects that utilize government cloud services and adopt the government services is highly preferred.
Certifications in the following areas are highly preferred:
- Agile Project Management
- PRINCE2 or Project Management Professional (PMP)
- Certifications of ISO/IEC 27002 in Information Security
- ISO/IEC 20000 in IT Service Management
Strong presentation, negotiation, organization and problem solving skills
Good communication skills and customer service skills
Good command of written & spoken English and Chinese
Good time management, able to work under stress
Overtime/overnight and on-call outside office hour is required when necessary
Work on Saturday, Sunday and public holidays for non-office hour is required when necessary
