Duties

To prepare quotation documents and manage contracts in relation to Smart Recycling, and monitor the performance of the contractors
To perform a supervisory role in site inspections to the Smart Recycling Devices, and the related operation for compliance check
To assist in policy formulation, strategic planning, and programme development of Smart Recycling
To provide professional input in responding to public enquiries and complaints concerning Smart Recycling
To prepare quotation documents and manage the contracts of facilities enhancement for Smart Recycling
To prepare and manage the contracts in relation to the development and system management of GREEN$ Electronic Participation Scheme and monitor the contractor to ensure compliance with contractual obligations and government regulations
To collaborate with external parties to facilitate the enhancement of Smart Recycling
To prepare and update papers, information notes, guidelines, presentation decks and other necessary materials in relation to the Smart Recycling
To scrutinize and coordinate user requirements and assist the data management and development of big data platform on community recycling network including Recycling Stations, Recycling Stores, Recycling Spots, Smart Recycling Systems, and kerb side recycling bins
To perform any other duties assigned as appropriate

Requirements

Bachelor’s degree in a relevant Science or Engineering subject, or equivalent
At least 4 years’ full-time post-graduate working experience in waste reduction, waste recovery/recycling, waste facilities management, environmental education or related environmental domains. Experience in contract management is advantageous
Met the language proficiency requirement of Level 3 (see Note) or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE) or equivalent [Note: “Grade C" in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to “Level 3" in Chinese Language and English Language in the 2007 HKCEE and henceforth]; OR met the language proficiency requirements of ‘Level 2’ results in the two language papers (Use of Chinese and Use of English) in the CRE, or equivalent
Good English and Chinese writing skills, fluency in spoken English and Cantonese and proficiency in Putonghua; Good communication and interpersonal skills
Good data analysis, project coordination and presentation skills
Have good knowledge and skills in IT system, Smart Recycling system or development of mobile application is advantageous
