Duties

  • Serve as Technical Lead in various projects, including but not limited to:
    • Security Risk Assessment and Audit (SRAA) and Privacy Impact Assessment & Audit (PIAA)
    • Centrally Managed Messaging Platform (CMMP)
    • Government Human Resources Management Services (GovHRMS)
    • New Open Source Departmental Portal II (New_OSDP II) Upgrade
    • Hypervisor Platform and NAS Migration
    • Departmental Network Upgrade
    • Windows 11 Upgrade, and Implementation of Endpoint Detection and Response (EDR)/Network Detection and Response (NDR)
  • Act as the Technical Lead for projects/tasks and work pro-actively with department users and out-sourced contractors. Duties include collecting user requirement, preparing procurement specifications and evaluation report, performing product evaluations, providing technical advice, reviewing contractor deliverables, monitoring contractor progress and work quality, resolving conflicts and following up on other project-related matters
  • Maintain and monitor network infrastructure and connections, manage network management systems and log servers, and take immediate recovery actions when network connections fail. This involves reconfiguring settings on routers, switches, VPN tunnels, firewalls, SAN Storage, VTL, SAN switches, SSLVPN and authentication appliances, GCIS firewall rules, CRPS, load balancers, Cloudflare, Queue-it, and other network components
  • Provide client support, departmental liaison and technical assistance for departmental IT services and government-wide services including e-Leave, e-Form, iAM Smart, SOA-WiFi, MiFare systems, Knox/Soti MDMs, FPS, Spatial/Open Data, GTSA, Facebook/Instagram, Web Content Accessibility Guidelines (WCAG), ISCCA, CSP, GNET, GCIS, GCN, CMS, IAS, IMX, etc.
  • Maintain and manage patch and firmware updates on systems servers on-premises or hosted in GCIS, hypervisors, network storage and appliances, departmental portal, network equipment and peripherals. Monitor and evaluate security alerts, assess affected areas, conduct trial run in staging environment, manage backups and updates, etc.
  • Implement safeguards to address security findings, manage vendors to apply the appropriate security measures and workarounds, and update Security Compliance Status and Compliance Audit Follow-up Status

Requirements

  • Bachelor's degree holder in Computer Science, Information Technology, or equivalent
  • At least 5 years of relevant post-qualification working experience
  • At least 2 years of working experience as a Systems Analyst
  • Experience in system development life cycle and project life cycle. Able to solve technical problems proactively, optimize system administration tasks, keep system documents updated, etc.
  • Hand-on experience in network configuration (e.g. Cisco, H3C, Ruijie, FortiNet, Sonicwall, Huawei, etc.). Experience in MEMCM (SCCM), Cisco Prime Infrastructure, SEPM for security policy deployment, VMware/Hyper-V/KVM, OpenSSL, is required
  • Experience in providing support for Windows AD, HCL Domino, CMSG/MCMS, CERKS, Standalone CA, log servers, resource booking system, knowledge management system, phpBB, Apache/IIS, HRMS, Web Portal, MS System Center, UPS network shutdown, network printing, data center site preparation, etc.
  • Familiar with Government security policies, procedures, best practices, industry standards, project management methodologies (e.g. PRINCE, PMP, etc.), various SOA contracts, Government IT Product Procurement, and Store & Procurement Regulations
  • Professional qualifications such as VMware Certified Professional (VCP) and Cisco Certified Network Professional (CCNP) are preferred
  • Other requirements
    • Required to work in headquarters and branch offices of Civil Aid Service. Their locations include Yau Ma Tei, Causeway Bay, Wanchai, Tsuen Wan, Kwun Tong, Tuen Mun, Shatin, Fanling, Ngau Tau Kok, Tung Chung
    • Self-motivated, independent, diligent, polite, patient, pro-active, fast-learning, good team player
    • Good communication skill and customer service skill
    • Good command of written & spoken English and Chinese
    • Overtime/Overnight and on-call outside office hour is required when necessary
    • Work on Saturday, Sunday and public holidays are required when necessary
  • The job requires the following mandatory skills:
    • 5 years x  Microsoft Active Directory Administration, CISCO IOS Software & CISCO  Products, Departmental Portal, Work experience with/in the Government,  Management and Support of Gov't Systems & Services and Helpdesk Call  Handling Technique
    • 4 years x  Network & System Management, Router Configuration and Server  Virtualisation Technology
    • 2 years x  Public Key Infrastructure and Virtual LAN/LAN Switching
