Duties

To design, develop, deploy, implement and maintain intranet/internet web sites, services and applications, GIS and geospatial database applications in relation to the Mobile Mapping System (MMS)
To monitor all phases of IT/GIS projects including feasibility study, system analysis and design, procurement and installation of IT systems / GIS applications, programming, implementation, system nursing and maintenance
To assist in the project management; to carry out GIS business analysis and to propose business solutions
To provide support to peers on application development and advocate best practice in system architecture, configuration management, Vehicle-Base Mobile Mapping System (VMMS)/ Backpack Mobile Mapping System(BMMS)/ Portable Mobile Mapping System (PMMS) application design, geospatial database design and to participate in code reviews
To coordinate the procurement for acquisition, installation and maintenance of computer hardware and software
To prepare requirement specifications, system design documents, test plans and interface design documents
To perform any other GIS or IT-related duties as assigned by supervisors

Requirements

Holder of a First or Second Class Honours Degree awarded by a university in Hong Kong or a degree awarded by an overseas education institution to a Hong Kong resident, or equivalent
The degree shall be related to Computer Science, Computer Engineer, Computer Networking, Information Engineering, Information Technology, or equivalent
Have at least 6 years' post qualification experience in which at least 4 years' relevant experience in IT, GIS applications development, or mobile map application development with direct focus on developing and implementing Internet solutions, web applications, GIS or geospatial database, including at least 1 year project management
Have at least 4 years' hands-on programming experience in the following areas: NodeJS, python, SQL & NoSQL database programming, container-based development, point cloud programming, GIS Programming, web services protocols/interfaces (e.g. SOAP, REST, WMS, WFS), HTML5
Knowledge on GIS techniques, such as map projections, coordinate systems, OGC standards
Experience in using GDAL, GeoServer, JAVA programming, Docker appliances, Git, Potree and operation of Orbit 3DM Content Manager and Orbit 3DM Publisher is preferred
Possess analytical sense, problem solving skills and a good team player
Good command of both spoken and written Chinese and English
The job requires the following mandatory skills:
- 5 Years x IT Application Development and Management, Geographic Information System, JavaScript Programming, Structured Query Language and Web Programming
- 3 Years x Work experience with/in the Government
- 2 Years x IT Procurement
