Duties

Coordinate with project teams and contractors for the implementation of computer project(s) within budget and time
Assist in Agile Software Development
Assist in different stages of system testing and user acceptance testing
Assist in preparation and maintenance of relevant project documents
Provide maintenance support for the production system
Monitor and review the deliverables by contractors for the required quality and compliance with government standards
Perform diagnosis with contractors on technical issues and monitor the progress of the remedy actions
Assist to plan and control all phases of the computer project(s) including, but not limited to feasibility study, systems analysis and design, system implementation, procurement and installation of computer systems, security risk assessment and audit, privacy impact assessment, system nursing and maintenance
To monitor and provide technical and user support on matters related to the computer systems under the team
Perform other duties as assigned by supervisors

Requirements

Higher Diploma/Degree holder in Computer Science or equivalent
At least 6 years post-qualification information technology experience of which 3 years must be in a similar post and in a comparable capacity
Solid knowledge and experience in supporting the management of outsourced IT implementation projects, system maintenance and contract administration
Should have hands-on experience in development of web applications
Experience in system implementation for providing public services/website involving electronic submission and/or online payment is an advantage
Experience in implementing IT Project(s) using Government Cloud Infrastructure Services (GCIS), e-Government Infrastructure Services (EGIS) and iAM Smart is an advantage
Experience in IT project(s) that involves the use of methodologies such as Agile software development approach and cloud native application architecture design is an advantage
Experience in implementing IT project(s) by .Net Core, MySQL/MariaDB, SQL, HTML, XML, JavaScript, REST API and SOAP-based web services is an advantage
At least 6 months experience in work with the Government is an advantage
Have strong verbal and written communication skills in both English and Chinese
The job requires the following mandatory skills:
- 3 Years x IT Application Development and Management, System Implementation and Maintenance/Support
- 2 Years x IT Service/ Outsourcing Management
- 1 Year x Document Flow/Workflow Management System, Quality Assurance and Vendor Management
