Duties
- Developing, implementing and maintenance of Web Application, Database and Cloud Services for environmental enforcement work and vehicle/vessel monitoring system for the support of monitoring illegal waste disposal and other environmental pollution issues
- Supporting IT-related procurement, including preparation and technical assessment of tender documents, and managing of outsourcing works/services in conjunction with other B/Ds, external vendors and the centers
- Researching and evaluating new IT solutions and technologies, such as mobile application for enhancement of environmental enforcement work
- Reviewing system security compliance and conduct security audit to vendor's system and operation
- Reviewing vendors' supporting services, change procedure, incident escalation and services quality
- Providing advisory on IT policy and development road map for enforcement system
Requirements
- Degree in Information Technology, Computer Science or related discipline, awarded by a university in Hong Kong; or a degree awarded by an overseas education institution to a Hong Kong resident, equivalent or above
- At least four years' post-qualification information technology experience of which one years must be in a similar post and in a comparable capacity
- Proficient in government project management, system analysis and design as well as application programming
- Hands-on software technical, development and deployment experience of onsite, remote premises and cloud service. Programming language and technology should include but not limited to Python, Java, JavaScript, Web Technology and Mobile App
- Experience in GPS and application integration with mapping system (e.g. ArcGIS, Google Map, ...)
- Proficient in government security and personal data privacy policy
- Possess experience in Web Application design, Software development and application maintenance processes including Incident, Change, Capacity, Software Quality, Deployment and Software Asset management
- Good analytical mind and problem-solving skills. Strong analytical skills and ability to derive insights from large amounts of data. Experience of use of Business Intelligence tools is preferred
- The job requires the following mandatory skills:
- 4Years x IT Application Development and Management, Web Programming and Project Devp't Exp. in Specified Business Areas
- 3 Years x IT Service/ Outsourcing Management
- 2 Years x Geographic Information System and Work experience with/in the Government
