Duties

Assist in designing, programming, implementing and monitoring the technical implementation of systems, e-forms and thematic websites, and providing technical support for UAT and operations for the Cross-boundary Data Flow initiative
Assist in performing administrative duties, including preparation of regular and ad hoc progress updates and statistical reports
Assist in providing helpdesk support for GBA SCC operations
Work with outsourced contractor, infrastructure teams and different stakeholders to provide maintenance and support for systems and thematic websites
Assist in incident handling of the systems, e-forms and thematic websites
Assist in providing support and prepare reports to senior management and stakeholders
May be required to work during non-office hours on need basis
Other duties assigned by supervisor

Requirements

Higher Diploma/Degree holder in Computer Science or equivalent
At least 4 years of relevant post-qualification working experience
At least 1 year of working experience as a Systems Analyst
Solid experience in system development and support, coordinating and monitoring outsourced contractor, infrastructure teams and different stakeholders to provide support for development and maintenance
Knowledge of the implementation of government e-form systems is an advantage
Have good sense of emerging technology and be proactive in technical research and evaluation
Must have knowledge and experience in the IT project monitoring and coordination
Experience in HTML, CSS, JS development at least 1 year
Experience in java / Python development at least 1 year
knowledge of basic encryption standard for sensitive data is an advantage
Knowledge of Deep Learning training, Model Fine Tuning or LLM Application development is an advantage
Having project experience of development by ReactJS, FastAPI Framework or other equivalent Frameworks is advantage
Have hands-on experience and skill of system maintenance / server support on Windows / Linux Server at least 2 years is an advantage
Have hands-on experience of designing high availability and data resilience for application is an advantage.
Knowledge of government's IT securities related guideline and policies is an advantage
Good command of Cantonese and English
Knowledge of Putonghua is an advantage
Good writing skill in both Chinese and English
Strong analytical mind and problem-solving techniques
Experience in supporting government outsourcing IT project and monitoring the deliverables is an advantage
Experience in supporting and managing web technologies, including html5, JavaScript, python/java is an advantage
Experience in developing and supporting AI systems is an advantage
Knowledge and experience in government tendering and procurement procedures is an advantage
The job requires the following mandatory skills:
- 2 years x IT Application Development and Management and Windows 7/8/10
- 1 year x Electronic Form, HTML5, IT Security, JAVA Programming, Linux System Administration, System Implementation and Maintenance/Support, Web Hosting, Design and Maintenance, Moderate Exposure in Written English and Quality Assurance
- 6 months x Helpdesk Call Handling Technique and Project Management
