Duties

To implement new IT systems (e.g. Centrally Managed Messaging Platform (CMMP), Endpoint Detection and Response (EDR) solution etc.) for the Beijing Office and Mainland Offices (MOs)
To upgrade the existing the International WAN links for migration from Lotus Domino/Client to CMMP
To upgrade the existing IT systems (e.g. network infrastructure, mail system, document management system, software asset management and patch management system, etc.) for the Beijing Office and MOs
To upgrade the Windows Operating System from Windows 10 to Windows 11
To perform web accessibility checking for the websites of the MOs
To prepare the work assignment brief for the procurement of hardware, software and related services
To evaluate the work assignment proposals
To review and assist in the quality assurance of project deliverables
To monitor the project progress and performance of contractors
To perform user acceptance test on project deliverables
To provide technical advice and departmental IT support to user
To perform the day-to-day housekeeping jobs and other tasks of a system administrator of Paperless Meeting System
To troubleshoot and resolve the technical problems of the IT systems of the MOs
To monitor the WAN links of the MOs
To oversee the compliance of the IT systems with government regulations, policies, guidelines and industry standards
Any other duties which may be assigned for achieving project objectives

Requirements

Higher Diploma/Degree holder in Computer Science or equivalent
At least 4 years of relevant post-qualification working experience
At least 2 years of working experience as a Systems Analyst
Solid knowledge and experience in the design, implementation and support of network infrastructure
Solid knowledge and experience in security enforcement by two-factor authentication, strong password policy, centralised log management, authentication and cryptography mechanisms on Internet services, proper destruction and disposal of storage media, etc.
Solid experience in network products including switches, routers, security appliances and network management tools
Solid experience in Microsoft Sharepoint and Paperless Meeting System
Complete understanding of TCP/IP networking, DNS, DHCP, and other system protocols, as well as messaging security
Solid experience in the implementation and support of remote access solution such as SSLVPN and site-to-site VPN
Solid experience in HKSARG GOA applications, such as CMMP, Notes Domino/ email solution, Confidential Mail System, Departmental Portal, remote access solution, Wireless LAN, Mobile Workplace Services solution, Government Messaging/Chat Application (GChat), etc.
Solid experience in web site update management with WCAG 2.1 level AA and HTML 5 requirement
Strong knowledge of Lotus Domino technologies and protocols, as well as operating systems and application architectures and technologies
Solid experience in email server clustering, troubleshooting and replication
Solid experience in troubleshooting, integration, and migration of Lotus Domino
Thorough understanding of monitoring, metrics and best practices in a complex Domino server and client environment, and SMTP gateway technologies
Solid experience in the Microsoft Active Directory Administration
Experience in system integration and monitoring of outsourced projects
The candidate is preferred to possess:
- Cisco Certified Network Professional (CCNP)
- IBM Certified Associate - Notes and Domino 9 or above
The job requires the following mandatory skills:
- 5 years x IT Procurement
- 4 years x Confidential Mail System and Experience in Datacentre Maintenance
- 3 years x PRINCE and Knowledge in Gov't Procurement/Disposal Procedures
- 2 years x Document Management System, Microsoft Officer SharePoint Server Administration, Site Preparation Experience and Vendor Management
