Duties

To carry out user requirement definition, documentation, report generation, testing, and maintenance of application systems
To perform application related documentation, testing, user training, data conversion, system migration, SRAA, maintenance and enhancement for Intranet/Internet, client/server systems, and web application systems
To perform database design, performance tuning, system administration and maintenance
To administrate, monitor and provide services for application software systems
To evaluate and inspect/review hardware, software, and prepare technical proposals of IT equipment and services
To provide application and system support services such as liaison with users and vendors, testing, monitoring, repairing, recovering application systems
To design and prepare operation procedures, drill plans, contingency plans, technical reports, etc.
To ensure project deliverables submitted by the contractor to be on time and meet quality standard
To manage the team members including System Analyst and Analyst Programmer
To perform other IT services or tasks as assigned by supervisor

Requirements

Have a Degree in Computer Science, Computer Engineering, Information Engineering, or related IT disciplines, or equivalent; OR Have a Higher Diploma in Computer Subjects from a Hong Kong Polytechnic University, or equivalent
At least 11 years or above relevant IT working experience in the business analysis, system design & development, testing, implementation & deployment, configuration, customization, and administration of application software systems
Knowledge and solid experience on user and vendor management
Knowledge/experience of security risk assessment and audit would definitely be an advantage
Solid experience on project management, with Project Management Professional Certification would definitely be an advantage
Have the following working experience and skill sets: HTML, CSS, JavaScript, XML, MSSQL, SCCM, Kubernetes, webservice and virtualisation software such as VMware
Knowledge/experience of vehicle examination would definitely be an advantage
Knowledge and experience in Cloud Computing is a plus
Creative, analytical, self-initiative, responsible and well-organized
Good leadership, planning, organization, communication and interpersonal skills
The job requires the following mandatory skills:
- 5 years x Vendor Management
- 4 years x Work experience with/in the Government
- 3 years x IT Application Development and Management, IT Security, Experience in Managing Government IT Standards and Quality Assurance
- 2 years x Disaster Recovery Planning, Security Risk Assessment and Audit and Server Virtualisation Technology
