Duties

Manage the IT projects to develop an Intelligent Environmental Management Platform (IEMP) with smart technologies for environment protection and management
Responsible for the overall design of the infrastructure setup for the project (networks, IT security, server and computer systems) taking into users requirements to ensure optimal system performance and conformance to all relevant government guidelines
Prepare contract documents and specifications for hiring service contractors for IT application development in accordance with user requirements and procurement of relevant computer hardware and software
Assist in tender/quotation evaluation of the service and procurement contracts
Oversee the project progress to ensure the service contracts are completed in good quality as schedule
Detect risks promptly, assess their impact, and devise mitigation strategies to reduce project schedule, quality, and budget disruptions
Facilitate the SA&D and implementation by collaborating with stakeholders and contractors intensively
Provide comments on the deliverables submitted by the service contractor and provide steer to the contractor where necessary to ensure the contract requirements are met
Supervise analyst programmers for conducting their duties
Provide technical advice on system design, development, implementation and project progress
Conduct any duties as per assigned by supervisors

Requirements

Master Degree in Information Technology, Computer Science or related Computer Studies discipline;
At least 10 years of relevant post-qualification working experience
At least 4 years of working experience as a Project Manager
At least 8 years of experience in project management, system analysis, development, implementation and maintenance support of web application
Solid experience in managing IT projects
Solid experience in system testing and different stages of software testing (e.g. User Acceptance Test)
Experience in IT infrastructure technologies
Fluent in government procedures and regulatory requirements on IT
Solid experience in team work
Immediate availability is highly preferred
The job requires the following mandatory skills:
- 3 years x IT Application Development and Management, Infrastructure, Multi-tier System Integration, Experience in Government Tendering Procedures, Intensive Exp. in Managing Gov't Projects and Project Management
