Duties

To supervise application support, enhancements and testing and prepare requirement specification in the business area of financial assistance and grant/loan processing , with major duties including but not
limited to the following:
- Supervise in coordination with the outsourcing contractors, data centre, staff and users to ensure the quality of e-Services
- Migrate the e-Services to Government Cloud Infrastructure Services
- Prepare work assignment brief, perform proposal evaluation and monitor the project progress
- Collect user requirement, plan the development schedule for application enhancements and ensure the milestones and deadlines are met
- Perform planning and implementation of hardware and 3rd party software upgrade
- Provide application support/troubleshoot, support application related to online payment and perform administration of Oracle database
- Monitor system status such as system health check, batch job running status, backup operations
- Assess the technical impact on any infrastructure change, provide advice on enhancing system security status and administrate security management of the systems
- Analyze and advise the solution for data exchange between e-Services, backend applications and external institutions

Requirements

Higher Diploma/Degree holder in Computer Science or equivalent
At least 6 years of relevant post-qualification working experience
At least 3 years of working experience as a Senior System Analyst
To be good at user communication
To be familiar with Government IT security policy & guidelines
To possess skills and experience in RDBMS e.g. Oracle
To be familiar with the Software Development Life Cycle (SDLC) for application development.
To possess experience in programming (e.g. Apache, HTML, XML, Java, Javascript programming, iText and JSP) would be an advantage
To be good at infrastructure and networking design would be an advantage
The job requires the following mandatory skills:
- 5 Years x IT Application Development and Management and System Implementation and Maintenance/Support
- 4 Years x JBoss Application Server, Contract Administration and Vendor Management
- 3 Years x Management and Support of Gov't Systems & Services
- 2 Years x IT Service Management and Knowledge in Gov't Procurement/Disposal Procedures
- 1 Year x Electronic Form
