Feasibility and technical study, system analysis & design and implementation of relevant IT systems in supporting 26C and various surveys. The job duties include, but not limited to, the following:

• To assist Project Manager in coordinating, monitoring and managing project activities
• To carry out quality control and quality assurance for the project activities
• To collect and analyse user requirements, in liaison with service contractors, users and internal technical teams where appropriate
• To prepare management and technical project documents for the feasibility and technical study for 26C and related IT systems
• To prepare the system analysis and design documentation for 26C IT system
• To provide technical advice on the integration and implementation of 26C and related IT systems
• To provide technical advice on the development of related IT systems using Java, Microsoft SQL Server, .NET, NoSQL
• To assist in pre-implementation planning for the 26C
• To review deliverables produced by outsourced contractors
• To report progress regularly on tasks assigned
• To perform other duties as assigned

• Higher Diploma/Degree holder in Computer Science or equivalent
• At least 5 years of relevant post-qualification working experience
• At least 3 years of working experience as a System Analyst
• Solid working experience in SA&D and program development in the following areas:
  • HTML, CSS, Internet/Intranet, XML, JSON;
  • Microsoft SQL Server database;
  • Visual Studio .NET programming;
  • Web services such as RESTful API;
  • Web application development;
  • Java programming;
  • Mobile application development;
  • Microsoft .NET framework;
  • Others framework such as MVC architecture, Entity Framework and LinQ;
  • Load test and performance tuning; and
  • System architecture design and testing.
• Solid working experience in monitoring outsourced contractor for system implementation projects;
• Preferable to have working experience in the following areas:
  
  • Feasibility and technical study;
  • Web and mobile security;
  • Mobile device management;
  • Microsoft Internet Information Services and Microsoft SQL Server
• The job requires the following mandatory skills:
  
  • 4 Years x IT Application Development and Management, MS ASP.NET, Microsoft SQL Server and Structured Query Language
  • 3 Years x .Net Development, Visual Studio. Net, Web Programming and XML
  • 1 Year x Intensive Exposure in Written English, Quality Assurance and Vendor Management
