System analysis and design, implementation, technical support and setup for web applications of the 2026 Population Census (26C) and the job duties include but not limited to the following:

• To assist Project Manager in coordinating and monitoring project activities
  
• To carry out quality control, quality assurance and project management duties
  
• To coordinate with various independent parties, including those appointed, the service suppliers of system implementation, consultants in conducting independent third-party review and testing on system functionalities, system security and system loading
  
• To collect and analyse user requirements, in liaison with outsourced contractors, users and internal IT Teams where appropriate
  
• To monitor and keep track the progress of SA&D, SI&I and production rollout, as well as review related deliverables
  
• To prepare test plan, carry out system integration testing and facilitate user testing
  
• To diagnose and resolve project and/or technical issues
  
• To quality control, comment and review project documentations including system documentations produced by Service Contractor and other vendors
  
• To provide ad-hoc production support during the census operation
  
• To report progress regularly on tasks assigned
  
• To perform other duties as required

• Higher Diploma/Degree holder in Computer Science or equivalent
  
• At least 4 years of relevant post-qualification working experience
  
• At least 2 years of working experience as a Systems Analyst
  
• Have solid experience in system implementation and maintenance projects in the following areas:
  
  • Solid working experience in SA&D and program development in the following areas:
    
    • HTML, CSS, JavaScript, jQuery, XML, JSON
      
    • Web programming
      
    • Microsoft .NET application
      
    • Web services such as RESTful API
      
    • Web application development
      
    • Microsoft SQL Server database
      
    • Configuring and performance tuning in Microsoft SQL Database (version 2019 or above)
      
    • Data modelling and data architecture
      
  • Solid working experience in system integration test, user acceptance test, load test and stress test
    
  • Solid working experience in supporting or implementing public facing web applications
    
  • Solid working experience in monitoring outsourced contractor for system implementation projects
    
  • Solid working experience in database performance tuning
    
  • Preferable to have working experience in the following areas:
    
    • Web server (Apache, Microsoft Internet Information Services)
      
    • Government Cloud Infrastructure Services
      
    • Data Visualisation (including spatial data)
      
    • Responsive Web design
      
    • Web and mobile accessibility with WCAG 2.1/2.2
      
    • UI/UX design and review
      
    • Security Risk Assessment and Audit
