Duties

To ensure high availability and stability of GCIS Shared Services
To provide technical advice on administration, operation, upgrade, configuration and troubleshooting problems on electronic payment system
To study latest e-Payment methods
To manage the application architecture of the GCIS Shared Services under cloud-based virtualized environment; as well as the Layer-7 security measures for the hosting platform
To monitor work performance and conduct quality assurance of project deliverables from outsourced contractors if necessary
To carry out other project related duties as designated by Senior Systems Manager

Requirements

Higher Diploma/Degree holder in Computer Science or equivalent
At least 8 years of relevant post-qualification working experience
At least 2 years of working experience as a Project Manager
Should possess sound technical knowledge and experience on design and implementation of e-application system(s) and mobile application system(s) supporting e-payment and mobile payment service, in particular Faster Payment System (FPS) and digital wallets including Google Pay, Apple Pay, Alipay, WeChat Pay and UnionPay
Should have solid experience on overseeing project implementation adopting Java EE/Jakarta EE architecture on UNIX or Linux systems using Apache and Java EE/Jakarta EE compliant application server, such as Wildfly and JBoss Enterprise Application Platform (EAP), for e-application system and mobile application system deploying cryptography algorithm and PKI
Should have solid experience on supporting Chinese Computing Standards Unicode and HKSCS 2016
Should have solid experience in supporting GCIS Shared Services or supporting application system adopting GCIS Shared Services (in particular Messaging Service and e-Payment Service)
Should have solid experience in design and implementation of e-applications adopting web services using REST
Should have solid experience in design and implementation of e-applications adopting Linux, Apache HTTP Server and MySQL database
Should have solid experience in supporting application system hosted on cloud or virtualization software including VMware
Having experience in security hardening (in particular for Red Hat Linux 8 and Apache web servers), compliance checking, as well as email security control such as DKIM and SPF is preferred
Having experience in implementation of containerized application is preferred
Having experience in implementation or ongoing maintenance support of e-payment solution, including directly integration with the financial institutions' payment gateway to deliver online payment related services such as online credit card, Faster Payment System or licensed digital wallets in Chinese Mainland (Alipay, WeChat Pay and UnionPay) is preferred
Having experience in configuration and administration of Hardware Security Module (HSM) for performing cryptographic operations is preferred
Should have experience in conducting quality assurance on project deliverables from outsourced contractors
Should have strong sense of analytical and problem-solving skills
Should be hard-working and self-motivate with positive attitude
hould be a team leader with good leadership, communication and interpersonal skills
May be required to work outside normal working hours for ad-hoc firefighting
Criminal record verification by the Hong Kong Police Force is required
The job requires the following mandatory skills:
- 3 years x J2EE Development, Server Virtualisation Technology, IT Service/ Outsourcing Management and Quality Assurance
- 2 years x Chinese Computing Standards, eg.HKSCS,Big5,Unicode, EGIS and Public Key Infrastructure
