The post holder is required to:

• Design visual content for various web contents
  
• Provide creative suggestions on interface, navigation and graphics design
  
• Develop multimedia and digital content, including but not limited to social media, video, printed materials and website visuals etc.
  
• Create animations for various multimedia projects, ranging from storytelling to the final animation product
  
• Play a key role in providing support on social media platforms and content management
  
• Work closely with development teams to implement new designs on websites
  
• Develop and enforce the design guideline for the websites, web content and social media
  
• Responsible for the collection of user requirements, preparation of the function specification, testing and system documentation
  
• Supervise Programmers to conduct web applications and web content development, support and enhancement

• Higher Diploma/Degree holder in Computer Science or equivalent
  
• At least 4 years of relevant post-qualification working experience
  
• At least 1 year of working experience as a Systems Analyst
  
• The candidate should have:
  
  • Knowledge and experience with Web / Graphic / Multimedia Design
    
  • Professional experience in designing and developing innovative and creative web content
    
  • Experience in managing social media platform
    
  • Proficiency in Web 2.0, such as web-based applications, social-networking, videos, etc.
    
  • Good communication & interpersonal skills
    
  • Highly motivated, independent and ability to work under pressure on multiple projects and social media platforms
    
  • Lead and manage the contractor team to verify the good quality of deliverables
    
  • Provide ad hoc support for website / multi-media and social media content
    
• The following will be added advantage:
  
  • Working experience with/in the Government
    
  • Experience in designing innovative, creative and effective user interfaces and web content
    
  • Strong creativity, good colour, typographic and art sense
    
  • Web-savvy in requirements such as web standards, browser restrictions and file size optimization
    
  • Sensitive to trends in Internet development, web design, graphic design and social media
    
  • Award winner of the open design contest is preferable
    
  • Experiences on vendor management, monitor deliverables, SA&D, UAT, load test, system rollout, system nursery
    
  • Experience in departmental Portal support and Homepage support will be an advantage
    
• The job requires the following mandatory skills:
  
  • 2 years x Adobe Illustrator, Adobe Premiere, Adobe Flash, Adobe Photoshop, HTML5, Multimedia, Web 2.0 Services and Web Hosting, Design and Maintenance
