Duties

The proposed staff shall be responsible for evaluating, designing, and executing the technical implementation of the infrastructure layers backing the iCRMS localisation project. The role spans deeply technical duties across database architecture, latest government cloud systems engineering, hands-on secure mobile edge gateway integrations, and structural server room relocations, maintaining extreme focus on high availability, performance, and strict information security.
Technology Research & Technical Specs: Conduct deep technology research on national safe and secured IT products/solutions, specialized distributed database topologies, advanced backup/storage matrices, and hyper converged virtualized infrastructure. Draft precise technical specifications for all related IT procurement and design blueprints.
Mobile Platform & Infrastructure Integration: Lead the technical setup, detailed system configuration, and hands-on system integration of the combined Android-based platform (EDR, MDM, and app-based VPN gateway) over the Diversified Cloud Infrastructure (Huawei-supported virtualized platform), verifying alignment with existing infrastructure and central IT security policies.
Migration Quality Control & Support: Perform rigorous system engineering quality control on the development and execution of the data and database migration tracks. Provide deep technical support to the CPM on the broader overarching migration and physical server relocation strategies.
Server Room Relocation: Execute hands-on system migration tasks, network configuration adjustments, system failover validation, and meticulous site preparation/readiness activities during the server room relocation phase to prevent unexpected service degradation.
Implementation & Testing: Coordinate multi-party integration workflows across technical users, government Bureau/Departments (B/Ds), and system vendors. Take charge of core end-to-end implementation activities including requirements analysis, layout design, technical training, user acceptance testing (UAT), data mapping, and cutover window planning.
Operational Duties: Fulfill any other system administration, engineering, or supportive duties as assigned by infrastructure and project supervisors.

Requirements

Higher Diploma/Degree holder in Computer Science or equivalent
At least 6 years of relevant post-qualification working experience
At least 3 years of working experience as a Systems Analyst
The proposed candidate must possess solid working experience in the following domains: i.
- Development, maintenance, performance tuning, and technical production support of mission-critical online information systems.
- System administration across complex enterprise virtualization platform, Kylin OS, Windows Server, and Linux ecosystems, including architecture-level expertise in Veritas NetBackup and Veeam backup suites.
- Hands-on administration, query optimization, and structured migration of Oracle Relational Database systems.
- Comprehensive site preparation engineering, structured datacenter cabling systems, and enterprise System and Network Management.
- Strong technical analytical skills with the ability to act as a subject matter expert and execute complex integrations independently.
Good command of verbal and written communication in both English and Chinese.
Self-motivated, independent, diligent, polite, pro-active, fast learning, highly resilient under pressure, and a natural team contributor.
Flexibility to work outside normal office hours to support scheduled maintenance windows, on-call production recoveries, and emergency cutovers.
Willingness to travel to and operate from remote correctional facilities for on-site technical deployment and emergency support services as needed.
Successful completion of an integrity check is a strict prerequisite. Preferred/Advantageous Qualifications:
Direct hands-on experience with Huawei Cloud solutions or virtualized platform architectures.
Prior technical exposure to Android-based enterprise Endpoint Detection & Response (EDR) agents or Mobile Device Management (MDM) profile orchestration.
Familiarity with datacenter server room decommissioning, infrastructure commissioning, or structural site migrations.
Solid, demonstrable working experience within Government IT project environments and structured government systems engineering workflows.
