Duties

To participate in the overall project management for the Feasibility Study (FS) project of Integrated Epidemic Management System (IEMS).
Provide technical oversight of the FS contractor's system analysis and architecture work, validate the technical feasibility of the proposed IEMS solution, and translate FS and request for information (RFI) findings into clear technical specifications for the IEMS tender;
Review and monitor the FS contractor's technical work products, including but not limited to system architecture, application architecture, data architecture, technical architecture, scalability and resilience analysis, artificial intelligence (AI) and automation strategy, security architecture, and cost/technical option assessment;
Prepare IEMS implementation tender based on the FS and business process review; and
Perform tasks as assigned by supervisor.

Requirements

Higher Diploma/Degree holder in Computer Science or equivalent
At least 4 years of working experience as a Systems Analyst
At least eight years post-qualification information technology experience of which at least four years must be in performing a system analyst, solution analyst or technical lead role. Should be proficient in system analysis, solution architecture, software development lifecycle, system integration, technical consultancy or IT project implementation;
Proven experience in development and implementation of large-scale enterprise systems involving requirements analysis, high-level and detailed system design, interface specifications, data modelling, application architecture, infrastructure planning and testing;
Experience in healthcare, public health, Government, public-sector or other mission-critical systems is highly desirable;
Exposure to government/enterprise AI adoption, including implementing Large Language Model solution (such as AI Agent, RAG, AI utilisation within workflow solution), or knowledge in Machine Learning, Natural Language Processing (NLP), Speech-to-Text, and Optical Character Recognition (OCR), would be an advantage;
Additional familiarity with predictive analytics, Business Intelligence (BI), geospatial dashboards, data governance, and data repository design (Data Lakes/CDR) is highly preferred;
Possess high proficiency in English and substantial experience for compiling project deliverables such as tender documents; and
Relevant certifications in AI solutions, cloud platforms, or cybersecurity are highly advantageous.
The job requires the following mandatory skills:
- 4 years x Rapid Application Development Methodology, SSADM, Work experience with/in the Government, Experience in Government Tendering Procedures, Intensive Exposure in Written English
