Duties
- To lead a team to provide overall project management for the Feasibility Study (FS) project of Integrated Epidemic Management System (IEMS).
- Lead a team for providing support to and monitor of the FS of IEMS;
- Provide overall project management and governance support for the FS, business process review (BPR), request for information (RFI) and market assessment, coordinate the work of the SOA-QPS5 contractor and all the key stakeholders during the project;
- Monitor and manage the overall progress of the FS contractor;
- Coordinate the review and acceptance of FS deliverables; and
- Perform tasks as assigned by supervisor.
Requirements
- Bachelor's or Master's degree in Health Informatics, Public Health or a related discipline; or proven Project Management experience working within a health informatics company, healthcare provider, government health organization would be highly advantageous; and
- At least ten years post-qualification information technology experience of which at least five years must be in a similar post and in a comparable capacity. Should be proficient in project management, feasibility/technical studies, systems analysis and design;
- Proven experience in managing large-scale, mission-critical, multi-stakeholder IT projects, preferably in Government, related to healthcare, public health or health informatics;
- Substantial experience in managing external consultants or contractors under an outsourced environment;
- Practical experience in Government procurement, SOA-QPS engagements, RFI exercises, tender document preparation, tender evaluation support, contract administration, and vendor management;
- Possess high proficiency in English and substantial experience for compiling project deliverables such as tender documents;
- Professional project management certifications (such as PMP, PRINCE2) or Agile certifications (such as CSM, PMI-ACP) are a strong advantage.
- The job requires the following mandatory skills:
- 5 years x Project Management Professional (PMP), Work experience with/in the Government, Experience in Government Tendering Procedures, Intensive Exp. in Managing Gov't Projects, Intensive Exposure in Written English
