Duties

To keep the operation and maintenance of EMSD departmental network infrastructure and systems smooth;
To analyze and interpret user requirements to provide viable solutions and produce the respective
proposals and specifications;
To research and evaluate different products, tools, and solutions to recommend cost-effective network
solutions for enhancing the existing environments;
To perform quality control and assurance in network implementations;
To perform network troubleshooting, performance analysis and capacity planning;
To manage the Contractors and liaise with different parties for achieving the goals of projects through
efficient project management skills;
To co-operate with junior network engineers to support, operate and maintain the network
infrastructure/system of EMSD including but not limited to:
- Internet gateway system
- GNET connection system
- Web Proxy system
- Remote site connection system
- Network Access Control system
- Data Centre Interconnect system
- Core network system
- Network monitoring system
To assist in the procurement processes of IT products and services.
To lead teammates as required by supervisors for achieving the goals of specific projects/tasks.
May be required to provide support during non-office hours upon request.
To undertake any other duties as required by supervisors.

Requirements

Degree or Higher Diploma in Computer subjects or related IT disciplines;
At least five (5) years&;#8217; post-qualification information technology experience of which two (2) years must be in a similar post and in a comparable capacity
At least three (3) years in network infrastructure/system support, operate and maintain, preferably with solid experience in enterprise network project design, implementation and management, also the management of Contractor/Vendor
Government project and procurement experience
Strong commitment to project deadline and deliver high quality of work
Creative, analytical, self-initiative, responsive and well-organized
Possession of certifications of CCIE / CISSP / PMP / ITIL is preferable
Good organization, communication, and interpersonal skills
The job requires the following mandatory skills:
- 5 years x CISCO IOS Software & CISCO Products, Networking and Coordination
- 4 years x Internet Firewall Technical Support, Project Management and Vendor Management
- 3 years x Internet/ Intranet, Network Design, Proxy Server, System Implementation and Maintenance/Support, Virtual LAN/LAN Switching, Virtual Private Network, Wide Area Network, Client Service, Work experience with/in the Government, Management and Support of Gov't Systems & Services and Experience in Managing Government Projects
- 2 years x Intrusion Prevention System, IT Security, Metro Ethernet, Network & System Management, Router Configuration, Wireless and Mobile and Tender Preparation and Administration
- 1.5 years x Knowledge in Gov't Procurement/Disposal Procedures
