Duties

Confidential Mail System (CMS)
To provide project management and staff management for the in-house application team on providing production support, on-going maintenance, and enhancement for Confidential Messaging Application (CMSG), Mobile Confidential Mail Service (MCMS) and Central Audit Trail of Confidential Mail System (CATCMS) which is servicing Government departments (B/Ds);
To oversee the overall systems infrastructure, network architecture, operation, security, system testing and change management;
To facilitate the interoperability of CMS mobile application with other Government IT systems and services.
To supervise the staff and perform daily administration tasks;
To provide clear, timely update to senior management;
To conduct any project related tasks assigned by supervisor;
May need to work outside office hours and provide on-call production support.

Requirements

Higher Diploma/Degree holder in Computer Science or equivalent
At least 8 years of relevant post-qualification working experience
At least 2 years of working experience as a Project Manager
In-depth experience in IT project management and team management;
Solid experience in planning, deploying, and maintaining IT infrastructure including servers, switches, network VPN gateways, load balancers, and backup/restore technologies;
Solid experience in Microsoft Windows Server, Microsoft Active Directory and Microsoft SQL Server;
Solid experience in IT Security, Public Key Infrastructure, decryption/encryption technologies, endpoint security solutions and security risk assessment and audit;
Experience on administration and support on HCL Domino/Notes platform and Lotus Script;
Experience on system analysis, development, implementation, and maintenance support of an IT application;
Experience in Java and Tomcat Application would be an advantage;
Experience in security technology such as One Time Password (OTP) authentication server and hardware secure module (HSM) would be an advantage;
Experience in CMS setup and administration would be an advantage;
Experience in iOS/iPadOS mobile application development project would be an advantage;
Strong teamwork and interpersonal skills at all management levels; and;
Good command in verbal and written communication skills;
The job requires the following mandatory skills:
- 4 years x Microsoft Active Directory Administration, Infrastructure, IT Planning, IT Security, Microsoft SQL Server, Network & System Management, Public Key Infrastructure, Security Risk Assessment and Audit, System Implementation and Maintenance/Support
- 3 years x Cryptography, Data/File Backup Technology, Endpoint Security Solutions, Project Management
- 2 years x IT Application Development and Management, Domino and Lotus Script, Lotus Notes Administration & Technical Support
