Duties

To oversee the development, implementation, maintenance and procurement of various IT projects and applications
To conduct contract administration, project management, quality control, financial management, and collaboration with stakeholders and teams
To manage and lead data analytics and AI related projects, including coordinating resources, defining objectives and deliverables, and overseeing the project lifecycle
To develop and apply analytical strategies to improve efficiency of systems
To manage and lead in house developments projects and proof of concepts initiatives, such as dashboard velopment and traffic data analytics projects
To undertake the planning, funding application, design, and implementation of IT projects, infrastructure and solutions
To coordinate with stakeholders, vendors and contractors to ensure effective project execution
To oversee and manage the procurement for IT hardware, software and services
To provide technical advice on IT technologies and applications, especially on new IT initiatives
To perform other duties assigned by supervisor or his/her delegates

Requirements

Holder of Hong Kong University degree or equivalent
At least 15 years of relevant post-qualification working experience
At least 3 years of working experience as a Project Manager
Proven experience in managing and supporting OA Systems/IT Projects in the Government
Good communication skill, both written and verbal in Chinese and English, preference will be given to those good at both
Good interpersonal and persuasive skills in managing multiple stakeholders to adopt an IT solution effectively to meet business and operational targets
Solid hands-on experience in implementing and maintaining large-scale computer systems
At least 3 years' experience in project management of IT system implementation using Python, Java and Oracle RDBMS technology in recent 5 years
Good coaching and mentoring skill for supervision of subordinates
Proficient in one or more of the following areas and must be in a leading role:
- PRINCE Project Management
- Web/Oracle Application Development
- Mobile Application Development
Data Analytics
The job requires the following mandatory skills:
- 8 years x IT Application Development and Management, Java Application Framework (e.g. Struts (Apache)), JavaScript Programming, JAVA Programming, Linux System Administration and System Implementation and Maintenance/Support
- 5 years x Experience in C# programming, HTML5, Network & System Management, Oracle RDBMS, Web Programming, Work experience with/in the Government, Management and Support of Gov't Systems & Services, Experience in Managing Government IT Standards, Experience in Managing Government Projects, Moderate Exposure in Written English, Project Management, Software Testing Management and Vendor Management
- 3 years x Internet Firewall Technical Support, MySQL and IT Procurement
