Duties

Tto collect, consolidate and analyse user requirements; prepare functional and technical specifications; conduct market research; and arrange proof-of-concepts (PoC)
To liaise and collaborate with business users, internal IT teams, contractors and stakeholders, including other bureaux / departments to ensure effective coordination and delivery of project tasks
To design, develop, and maintain web applications, APIs, including implementation of authentication / authorisation, logging, and performance tuning as required
To perform database design and development, including data modelling, SQL development, query optimisation, data quality checks, and support for database administration and routine maintenance activities
To develop and integrate Large Language Model (LLM) solutions, including Retrieval-Augmented Generation (RAG) pipelines using the LangChain framework, prompt design, evaluation, and integration with existing departmental systems
To implement and provide ongoing support for the Smart Drainage Map (SD Map) and the SCADA Replicator System, including enhancements, maintenance, troubleshooting, and operational support
To perform any other duties assigned by senior officers

Requirements

Holder of a Bachelor degree in Information Technology, Computer Science or related disciplines;
At least 5 years of relevant post-qualification working experience
At least 3 years of working experience as an Analyst Programmer
At least one year of relevant work experience in IT projects in/for the Government of HKSAR;
At least four years of experience in web application development and the management of multiple IT projects;
Proficient in managing and overseeing the day-to-day operations of web-based systems;
Proficient in documenting user requirements and functional specifications in English;
Fluent in spoken English and Putonghua;
Hands-on experience in integrating LLM or other AI models into IT systems is an advantage.
The job requires the following mandatory skills:
- 4 years x Data Administration, JavaScript Programming and Moderate Exposure in Written English
- 3 years x IT Application Development and Management, System Implementation and Maintenance/Support and Structured Query Language
- 2 years x Coordination and Moderate Exposure of Putonghua in Work
- 1 year x Work experience with/in the Government
- 6 months x Software Testing Management
