Duties

  • There is an enterprise workflow application system and a planning application monitoring system implemented in the Planning Department. The position is required to perform on-going support of the workflow and the monitoring systems and is also required to perform implementation of other related projects
  • The responsibilities include, but are not limited to, the following activities:
    • Business modelling, system analysis and design
    • System integration
    • Outsourcing and tendering
    • Project, vendor and contractor monitoring
    • Quality assurance and review
    • Application system testing and deployment
    • Application system support and maintenance
  • Support includes, but are not limited to, the following projects and systems:
    • Enhancement of Planning Submission Workflow and Monitoring System and Adoption of "iAM Smart" for Online Submissions
    • Implementation of an Electronic Processing System for Planning Applications and Representations/Comments/Further Representations on Statutory Plans
    • Planning Workflow Monitoring System (PWMS)
    • Electronic Planning Application Submission System (EPASS)
    • Online Comment Application

Requirements

  • Higher Diploma/Degree holder in Computer Science or equivalent
  • At least 4 years of relevant post-qualification working experience
  • At least 2 years of working experience as an Analyst Programmer
  • At least 5 years in IT experience including application development, quality assurance, system maintenance, system testing, user support and documentation
  • At least 3 years experience in web-based application development and support using Microsoft Visual Studio.Net, workflow management system, SQL and JavaScript
  • Proven technical skills and solid system development experience in using various application programming languages, application development frameworks (e.g. .Net) and integrated development environments
  • Solid experience in client-server web application development and system integration with relational databases, APIs, Traditional Chinese and Simplified Chinese handling
  • Good IT professional knowledge and ethics; initiative, proactive, systematic and independent at work
  • Customer and quality focus; good problem analysis skills; good communication and interpersonal skills; and good command in Chinese and English (verbal and written)
  • More advantageous to have solid experience in development using commercial or open-source workflow software package (e.g. Ultimus)
  • The job requires the following mandatory skills:
    • 3 years x Document Flow/Workflow Management System, EGIS, HTML5, JavaScript Programming, JBoss Application Server, JAVA Programming, .NET C#, Web Programming and Work experience with/in the Government
