Duties

  • Designed, developed, and maintained a suite of in-house backend systems and web applications, aimed at supporting core daily operations, streamlining workflows, and improving internal service delivery.
  • The project scope covers 100+ contracts, 5000+ users, facilitating efficient operations and management processes within the organization.
  • Development is performed using Agile or Waterfall in a full-stack approach, utilizing micro-services, containers, continuous integration, automated testing and latest technologies stack.
  • Collaboration and liaison with other development teams to exchange asset data, financial data and sensor data using RESTful API and MQ is often required to facilitate the system integration process for transactional and master data exchange.
  • To develop backend APIs built on Node.js/Express or FastAPI, ensuring efficient view model management, secure RESTful/GraphQL data flow, and high-performance web and mobile-accessible applications.
  • To carry out system implementation, documentation, report generation, testing and maintenance of various management systems.
  • To perform manual testing and debugging to ensure the system meets functional and non-functional requirements.
  • To ensure project deliverables are completed on time and meet quality standards.
  • To collaborate with DevOps teams to implement CI/CD pipelines, containerization (Docker), and cloud deployment.
  • To manage ticket lifecycles and issue-tracking workflows, including ticket triage, severity assessment, SLA tracking, and disciplined customer follow-ups.
  • To coordinate with end-users and contractors for system testing, commissioning, deployment, and setup.
  • To handle and follow up on user enquiries and technical troubleshooting via telephone and email.
  • To perform other IT services or tasks as assigned by supervisors.

Requirements

  • Degree or Higher diploma in computer subjects or related disciplines.
  • Minimum 2 years of hands-on experience in IT application development of which 1 years must be in similar post and in comparable capacity.
  • At least 1 year of experience in government-related project is required.
  • REST API integration experience, including reading OpenAPI/Swagger (v3.x) specifications, implementing OAuth 2.0 / JWT / OIDC authentication flows, handling rate limiting, and debugging API calls.
  • Experience in developing web server systems using JavaScript, Node.js/Express, and Python.
  • Skilled in database management using MongoDB and Relational Database Management Systems (RDBMS / e.g., SQL Server, PostgreSQL) in performance tuning.
  • Prior exposure to the Smart Site Safety System (4S) domain within the construction industry is highly advantageous.
  • Familiar with IoT technologies and device telemetry, including handling time-series data, MQTT protocol, sensor threshold configurations, and alert rule definitions, is highly preferred.
  • Experience in operating system monitoring and alerting tools, such as configuring Grafana dashboards and setting up uptime heartbeat checks.
  • Comprehensive understanding of cloud-hosted web systems, including multi-service architectures (Web Apps, API Services, Databases, Message Queues, Kafka), baseline web security, and interpretation of system health checks.
  • Experience with Redis or other in-memory data platforms.
  • Knowledge of modern technologies and best practices, such as MVP / MVVM frameworks and RESTful APIs, is a plus.
  • Experience with Agile methodologies (Kanban, Scrum) and project management tools (Azure, Jira) is a plus.
  • Experience in managing ticketing and issue-tracking workflows, including ticket triage, severity assessment, SLA tracking, and disciplined customer follow-ups.
  • Sound understanding of government information security processes, such as SRAA (Security Risk Assessment and Audit), PIA (Privacy Impact Assessment), and vulnerability remediation cycles.
  • Experience in executing or participating in UAT/SIT cycles, and preparing technical and user-facing documentation.
  • Knowledge of micro-services architecture is a plus.
