Duties

To assist the Systems Manager in managing outsourced smart firefighting IT projects throughout the System Development Life Cycle (SDLC). These projects aim to utilise modern technologies such as 5G application, video/image analytics, geographic information system (GIS), small unmanned aircraft (SUA), IoT technologies, Virtual Reality (VR) and Augmented Reality (AR), Outdoor Surveillance Camera to assist firefighting and rescue operations.
To manage and monitor outsourced smart firefighting IT projects and related activities;
To liaise with users to collect / refine business requirement;
To conduct desktop research on modern technologies that can be used for firefighting;
To prepare project documentation and technical writing, including but not limited to requirements specifications, SA&D Report, UAT Plan, and meeting minutes;
To review project deliverables to ensure that quality standards, timelines and contractual requirements are met;
To prepare technical specifications for the procurement of IT products and services required by the projects;
To provide production support, including troubleshooting urgent issues, root-cause analysis, and implementing corrective/preventive actions;
To perform any other duties related to the above as assigned by the supervisor or the Government Representative; and (ix) To provide on-call technical support duties and perform overtime work, including work outside of normal office hours, on Saturdays, Sundays, and public holidays, as and when necessary and upon the request of the Government Representative;

Requirements

Higher Diploma/Degree holder in Computer Science or equivalent
At least four (4) years' post-qualification information technology experience of which at least three (3) year working experience in related area;
Experience in managing outsourced contractor throughout the whole system development life cycle (SDLC);
Solid understanding of and practical experience with common programming languages and related tools / technologies;
Proficiency in written and spoken Chinese and English;
Security vetting is required;
Experience with modern technologies listed above will be an advantage;
Experience in deploying Outdoor Surveillance Camera and setting up outdoor ad-hoc networks will be an advantage;
Experience in IT security, including risk assessment, risk management and risk controls will be an advantage; and (ix) Successful project experience in implementing HKSAR Government application systems will be an advantage.
The job requires the following mandatory skills:
- 3 years x System Implementation and Maintenance/Support
- 2 years x IT Application Development and Management, Web Programming, Software Testing Management
- 1 year x IT Security, Networking, Coordination, Moderate Exposure in Written English, IT Service/ Outsourcing Management, Quality Management, Vendor Management
