Duties
- Lead and manage a dedicated IT team on the delivery of digitization initiatives
- Provide technical advice to and assist the assistant secretaries in the policy formulation in driving digitalisation of works throughout the project-life cycle, i.e. planning and design, construction and operation and maintenance stages of the public works projects
- Oversee the development and implementation of digital systems managed
- Oversee the implementation of various digital systems in public works projects
- Plan and control all phases of computer projects including feasibility study, systems analysis and design, procurement and installation of computer systems, programming, implementation, system nursing and maintenance
- Provide advice on operating system, data communication, database, application software and languages
- Provide advice and consultancy in adoption and application of specific information technologies with regard to business requirements, environment and constraints
- Evaluate and select appropriate computer products for the development and maintenance of computer systems
- Perform overall project management, quality control and quality assurance
- Ensure risks and issues are timely identified and managed properly for successful delivery of the projects on time and within budget
- Develop various project documentations including but not limited to project plans, tender documents for procurement of IT services, status reports, milestone tracker, etc.
- Collaborate with and monitor contractors & activities and their performance
- Oversee the digital systems and website managed
- Responsible for coordinate, communication and work with various project stakeholders
- Monitor the performance of his/her team members
Requirements
- Higher Diploma or above in Information Technology or Computer related disciplines 15 years or above working experience in IT
- Proficient in one or more of the following fields & digital project delivery, project management, feasibility/technical studies, systems analysis and design, application programming, operations management, systems programming and specialized technical support
- Solid experience in project management or technical consultancy
- Solid experience in supervising a team of 2 members or more
- Solid experience in implementing document management, workflow management or related projects
- Solid experience in government tendering, procurement procedures, vendor management, and ongoing support
- Sound knowledge in Government IT standards, guidelines and requirements
- Ability to develop working relationships with internal working group and external IT solution providers
- Ability to follow and implement Agile project management methodologies
- Project Management Certificate such as PMP, Scrum or prove of practicing of project management framework project experience is preferable
- Strong analytical and problem-solving skills to resolve issues
- Strong leadership and interpersonal communication skills
- Fluency in both spoken and written Chinese (Cantonese) and English are essential
