Duties

The IT environment is currently comprising 3 data centres and 15 remote sites in various court buildings and other premises to support 2500+ users with different IT services and application needs. They are interconnected by a WAN centred on the core networks formed by the interconnected data centre sites. The IT environment adopted a multi-tiered architecture with resilience designs to support various modes of IT operation, including active-active, active-hot standby and active-DR, according to business requirements. It is scheduled to implement a new data centre in the coming 2 years
The technical architecture of the IT applications is evolving with time to embrace latest development trends and resources and skills available in the market. It is envisaged that more agile delivery, more maintainable and testable developments with container-based, microservices architecture and suitable consolidation of the server infrastructure would be brought into the Judiciary IT environment in the future. Taking advantage of the new data centre development, the new/enhanced technical architecture will be implemented to support the new trend of IT services development
The Contract Senior Project Manager is to lead the IT infrastructure section of the IT Office to plan, design and implement the new infrastructure to be hosted in the new data centre(s) and perform related infrastructure upgrades for integration to the Judiciary IT Infrastructure. S/he will also be taking a leading role on the implementation of new and upgraded IT security systems on the IT infrastructure including but not limited to network detection and response (NDR) system, advanced persistent threat (APT) protection system, firewall and intrusion prevention system (IPS)
S/he will also be responsible for the development, enhancement and support of existing IT infrastructure. S/he shall also be responsible for the provision of reliable day-to-day IT infrastructure services, continuous health and resources monitoring, incident responses and problem management. S/he shall coordinate and cooperate with other IT and user sections on the support, development, integration, migration and rollout of IT services. S/he shall provide advice to the senior management team on the IT infrastructure requirements and roadmap, and the execution of improvement plans

Requirements

Higher Diploma/Degree holder in Computer Science or equivalent
At least 11 years of relevant post-qualification working experience
At least 4 years of working experience as a Senior Project Manager
The candidate must have proven experience on IT infrastructure implementation, management and support, including but not limited to:
- Enterprise server hosting, advanced high performance storage systems and related management, in particular, storage area network (SAN), network attached storage (NAS), server and storage virtualisation, multi-tenant hosting arrangement, application delivery systems, IT patch management system management
- Enterprise core network, campus network and remote site network related management, in terms of both WAN and LAN management, in particular, resilient network design and network and application flow visualisation and management
- IT system management and monitoring, fast recovery backup services management, in particular, IT security systems and services such as Intrusion Prevention/Detection Systems (IPS/IDS), Advanced Persistence Threat (APT) management system, Security Information and Event Management (SIEM) systems
Candidate with knowledge and experience of implementation and management on the following will be advantageous:
- Multi-tenant networks environment
- Software defined networks (SDN)
- Cloud hosting and storage
- Microservices architecture
- Development operation (DevOps)
The job requires the following mandatory skills:
- 5 years x Infrastructure, Storage Area Network, Server Virtualisation Technology, Work experience with/in the Government, Moderate Exposure of Spoken English in Work, Experience in Managing Government Projects and Moderate Exposure in Written English
- 4 years x Vendor Management
