Duties

To be the officer-in-charge for the administration and maintenance of IT systems (e.g. departmental portal, e-leave system, identity management system, web application systems, departmental and thematic websites, etc.)
To ensure the smooth operation the operation and security of IT systems, diagnosis and resolve problems arising, and apply proactive measures to prevent service interruption
To organise and manage IT projects (e.g. adoption of AI, technologies upgrade of IT systems, SRAA and PIAA, etc), in accordance with government standards and procedures, ensuring they are completed on time, within budget, and to the required quality standards
To liaise with different parties (e.g. end-users, contractors, DPO and other B/Ds, etc) to develop, maintain and enhance the technical design of IT systems and websites to meet user needs and align with government standards and guidelines
To enhance PCAB and LIAB systems to meet evolving business needs and comply with government regulations and guidelines
To prepare technical specifications and acceptance plans for IT-related procurements and provide input for the preparation of technical documents for procuring IT-related services and products
To provide returns on IT-related surveys, returns and statistics
To mobilise and guide the work of junior staff
To perform other duties as assigned by the supervisor

Requirements

An IT-related bachelor's degree awarded by a post-secondary institution in Hong Kong, or by an overseas university or a polytechnic
Level 2 / Grade E or above in Chinese Language and Level 3 / Grade C or above in English Language (Syllabus B before 2007) in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or overseas equivalent
At least eight (8) years' post-qualification information technology experience of which at least three (3) years must be in a similar post and in a comparable capacity
Strong analytical and problem-solving skills
Effective communication skills, in particular good command of written English
Shall be technically proficient and with solid experience in administration and maintenance of departmental portal, e-leave system, Active Directory, web application systems, government websites, and relevant hardware and software products
Shall be familiar with the use of common office automation solutions, e.g. MS Windows, MS Outlook / CMMP, Adobe Acrobat, video conferencing tools, etc.
Possess very good sense of information security and awareness of threats and risks
Holder of relevant professional qualification(s) is preferred
Security vetting is required
The job requires the following mandatory skills:
- 3 years x PC LAN Support
- 2 years x Microsoft Active Directory Administration, Departmental Portal, Website Administration, Web Programming, Work experience with/in the Government and Intensive Exposure in Written English
- 1 year x Endpoint Security Solutions, Remote Access Server, Security Risk Assessment and Audit, Server Virtualisation Technology, IT Service/ Outsourcing Management and Software Testing Management
