Duties

To assist the Systems Manager in managing multiple IT projects and related activities
To prepare project documentation and technical writing, including but not limited to requirements specifications, SA&D Report, UAT Plan, and meeting minutes
To monitor project progress and deliverables to ensure that quality standards, timelines and contractual requirements are met
To collaborate with the Systems Manager on project planning, execution, risk / issue management and progress reporting
To participate in projects including, but not limited to, the Patient Tagging System for Multiple Casualties Incidents, Command Support System, Facial Recognition Authentication System, iAM Smart FSD System and Departmental Administrative Workbench System
To prepare technical specifications for the procurement of IT products and services required by the projects
To be able to work under pressure
To provide production support, including troubleshooting urgent issues, root-cause analysis, and implementing corrective/preventive actions
To perform any other duties related to the above as assigned by the supervisor or the Government Representative from time to time
To provide on-call technical support duties and perform overtime work, including work outside of normal office hours, on Saturdays, Sundays, and public holidays, as and when necessary and upon the request of the Government Representative

Requirements

Higher Diploma/Degree holder in Computer Science or equivalent
At least 4 years of relevant post-qualification working experience
At least 3 years of working experience as a Systems Analyst
At least four (4) years&;#8217; post-qualification information technology experience of which at least three (3) year working experience in related area
Solid understanding of and practical experience with common programming languages and related tools / technologies, for example, Java, web programming frameworks, container technologies, databases and SQL
Familiar with Web and Mobile Application infrastructure
Experience across the full systems development life cycle (SDLC) and its deliverables
Proficiency in written and spoken Chinese and English
Security vetting is required
Experience with large-scale database systems will be an advantage
Experience in IT security, including risk assessment, risk management and risk controls will be an advantage
Successful project experience in implementing HKSAR Government application systems will be an advantage

- 2 years x Data Architecture, Data Management, Enterprise Java Beans Development, Internet/ Intranet, J2EE Development, Java Beans Development, .Net Development, Object-oriented Analysis and Design and Software Testing Management
- 1 year x Apache Web Server, HTML version before HTML5, Information Security Management, Information System Study, IT Planning, IT Security, Java Application Framework (e.g. Struts (Apache)), Linux System Administration, Microsoft Internet Information Services, MySQL, Microsoft SQL Server, TCP/IP, Tomcat Application Server, Unix/Linux Shell Scripting, Client Service, Contract Administration, Coordination, IT Service/ Outsourcing Management, Quality Assurance, Quality Management and Vendor Management
- 6 months x LDAP Application Programming
