Duties

Act as the internal project manager to oversee end-to-end system implementation and rollout and ensure timely delivery of the system according to project plan and schedule
Develop and maintain a comprehensive project plan, including scope, schedule, budget, resources, deliverables and risk management
Oversee, coordinate and schedule all project activities, including but not limited to system design, configuration, testing, migration, training, security assessments and rollout
Serve as the primary point of contact for all internal and external parties such as contractor project team, service contractors/providers, vendors and B/Ds
Resolve conflicts and issues that arise during the project promptly and effectively
Manage and monitor performance of the service contractors and address any issues or delays timely and proactively
Prepare and disseminate project information, including but not limited to delivering presentations to all stakeholders, in particular B/Ds
Provide clear, timely updates to senior management and project steering committee
Performing any work assigned by supervisor

Requirements

Higher Diploma/Degree holder in Computer Science or equivalent
Minimum of 8 years of post-qualification IT experience is required
Minimum of 4 years of experience in project management is required
Minimum of 4 years of experience in vendor management is required
Minimum of 4 years of intensive experience in system implementation, maintenance and support is required
Minimum of 1 year of intensive experience in managing government projects is preferred
Minimum of 1 year of solid experience in system implementation, maintenance and support of email solution serving no less than 1,000 end users / devices is preferred
Knowledge and experience in Security Risk Assessment and Audit is required
Knowledge and experience in implementing systems using Public Key Infrastructure is required
Knowledge and experience in implementing or supporting email systems based on HCL Domino/Notes and/or Microsoft Exchange/Outlook is preferred
Knowledge and experience in implementing and deploying applications on Huawei Cloud is preferred
Knowledge and experience in working with/in the Government is required
Fluent verbal and written communication in both Chinese and English is required
Fluent verbal communication in Mandarin is preferred
Valid certificate holder of Project Management Professional (PMP) is required
Certificate holder of Information Technology Infrastructure Library (ITIL) is preferred
Valid certificate holder of Certified Information Systems Security Professional or Certified Information Systems Auditor or equivalent is required
Criminal record checking is required
The job requires the following mandatory skills:
- 4 years x IT Planning, System Implementation and Maintenance/Support, Project Management and Vendor Management
- 2 years x Work experience with/in the Government
