For HKeToll systems

• Review and analyze daily DAS performance data from high-level transaction records to low-level raw data/system logs provided by contractor. The analysis results shall be in the form of report, charts and figures presentation to facilitate contractor 's rectification works
  
• Review and advise on abnormalities (i.e. event/incident/failure) observed from the data analysis that would affect HKeToll operations
  
• Provide weekly performance evaluation report and Issue & Fault Log Review and Recording
  
• Review the daily KPI results against final design proposal of Back-end System (BES) for HKeToll including all mobile applications, account management on internet and mobile applications, software applications (on Government Cloud Infrastructure System, GCIS) to identify any shortfalls and recommend improvement measures
  
• Provide recommendations on how to control the modification, bug-fixing, improvement and upgrade of DAS and BES for HKeToll
  

For Regional Digitization Control Centre (RDCC)

• Assist in the coordination works with Contractor and the responsible officer
  
• Monitor the work progress and maintenance of iBMS system of RDCC and data visualization development works.
  
• Provide comment to the user layout
  
• Join testing and commissioning of system and software

• Degreeor Higher Diploma in computer science/statistic/data science/mathematic or related disciplines
• At least 8 years or above solid IT application/system development experience
• At least 2 year of working experience as a Systems Analyst
• Knowledge and solid experience in analyzing large volumes of data and drawing meaningful insights to ensure accurate transaction verification and system performance
  
• Solid experience in working with major database system, e.g. MySQL/MariaDB/Oracle/MSSQL and the holder of a professional database administration certification
  
• Microsoft Certified Power BI Data Analyst Associate certification holder or equivalent
  
• Experience in project management with Project Management Professional (PMP) certification or equivalent
  
• Experience in programming language Python for data analysis with relevant certification holder is preferred
  
• Knowledge and solid experience in developing dashboard and user Interface for Operator and Maintenance
  
• Provide recommendation and sound solution based on the complex datasets reviews and analysis
  
• Knowledge and solid experience in the system integration and maintenance involving application with Automatic Number Plate Recognition, LiDAR and RFID may be an advantage
  
• Knowledge in payment system may be an advantage
  
• Knowledge in different matching algorithms be an advantage, such as fuzzy matching or probabilistic matching, helps in accurately matching transaction data and complex datasets with corresponding records and detecting any inconsistencies or errors
  
• Knowledge in the quality controls of software changes, software upgrade, access right, etc. may be an advantage
  
• Knowledge in the system security controls may be an advantage
  
• Knowledge in intelligent building management system may be an advantage
  
• Knowledge in network design may be an advantage
  
• Knowledge in Security Risk Assessment and Audit (SRAA) may be an advantage
  
• Knowledge in Privacy Impact Assessment (PIA) may be an advantage
  
• Experience in the applications with Government Cloud Infrastructure Services (GCIS) may be an advantage
  
• Experience in web server systems using Java, .NET, Node.js, SQL may be an advantage

  • 5 years x Data Administration and Data Modeling
    
  • 4 years x business intelligence/data mining, Object-oriented Analysis and Design, SSADM and Software Testing Management
    
  • 3 years x MySQL and Structured Query Language
    
  • 2 years x Project Management Professional (PMP) and Work experience with/in the Government
    
  • 1 year x IT Security, JavaScript Programming, TCP/IP, XML, IT Service/ Outsourcing Management and Presentation
    
  • 6 months x Security Risk Assessment, Business Process Modeling and Experience in Managing Government IT Standards
