Duties

To coordinate and advise across stakeholders, including business units, data teams, IT operations, and external vendors on complex departmental IT initiatives to ensure alignment with organizational objectives
Serve as the principal liaison for IT matters, fostering strong cross-functional relationships, facilitating stakeholder communication, and providing strategic guidance on technology decisions
Lead the design, implementation, and continuous improvement of the departmental Enterprise Architecture (EA) framework, ensuring coherence with enterprise-wide architecture and standards
Evangelize enterprise architecture principles and value: develop and deliver training, governance materials, and best practices; mentor teams on architecture methodologies, tools, and capability development
Define and drive the departmental IT strategy and roadmap, translating the operation needs into actionable technical programs and measurable outcomes
Provide authoritative technical advice and solution recommendations to senior management, governance committees, and stakeholders, including risk and impact assessments
Produce comprehensive technical specifications, solution designs, procurement briefs, and project documentation that meet professional standards for clarity and completeness
Lead project delivery via define scope, manage budgets and schedules, oversee contractors and cross-functional teams, and enforce governance to ensure successful outcomes and quality assurance
Manage and develop staff through set performance objectives, provide coaching, conduct performance reviews, and ensure the team has the skills and resources to meet evolving architectural demands
To perform any other duties as assigned by the supervisor

Requirements

Higher Diploma/Degree holder in Computer Science or equivalent
Minimum 18 years&;#8217; experience in IT application development and management, including at least 3 years in a equivalent capacity.
Minimum 5 years&;#8217; experience managing and planning government projects, with proven knowledge of public-sector procurement and governance processes
Demonstrated experience in application or solution architecture is highly desirable
Proven track record in executing and managing Artificial Intelligence (AI) projects, covering model selection, solution scouting and integration etc. is strongly preferred
Professional certifications in project management and EA governance are highly desirable, e.g., ITIL, CISA, CISM, PRINCE2, and/or Professional Scrum Master
Experience implementing Enterprise Architecture frameworks (TOGAF) is an advantage.
Experience leading the development or integration of clinical information systems is an advantage.
Strong leadership and team-working skills with the ability to work proactively and independently under pressure.
Excellent interpersonal, written and verbal communication, and time-management skills.
The job requires the following mandatory skills:

- 5 years x Work experience with/in the Government and IT Service/ Outsourcing Management
- 3 years x Experience in Managing Government Projects and IT Strategy and Policy Advice
